AS TALLINNA SADAM (PORT OF TALLINN) ADJUSTS THE PORT DUES AND CHARGES
FOR SERVICES RENDERED TO VESSELS STARTING FROM JANUARY 01, 2006.

On November 22, the Management Board of Port of Tallinn approved the new
port dues and charges for services rendered to vessels entering into effect
from January 1, 2006 and adjusting the structure of port dues and charges.

The changes in the structure of port dues and charges introduced by Port
of Tallinn serve two main objectives – to make the payment procedure more
simple and transparent and retain the investment and competitive ability
of port operators in the medium long run perspective. According to the new
structure of port dues and charges the principles of applying port dues and
charges will become similar for cargo as well as passenger vessels. Port
dues and charges will be calculated based on the gross tonnage and number
of port calls of the vessel and in the future the changes will be related
to the consumer price index of the Republic of Estonia.

In the new price list the upper limit of tonnage due will be applied to
tankers. This is related to the maximum draught limit due to the depth of
the Danish Straits.

Pursuant to the requirements of the European Union, starting from January 1
Port of Tallinn will apply an obligatory tonnage based waste fee to all
vessels. The port will also organize processing of ship-generated waste
in the port. A vessel operating regular voyages on a regular line has the
right to apply for exemption from the obligation of delivery of ship
generated waste in accordance with the procedure of receiving bilge water,
sewage, garbage and other waste from vessels approved by the Minister of
the Economic Affairs and Communications of the Republic of Estonia.

According to the system of port dues and charges entering into effect
starting from the coming year in the future port dues and charges will
be changed pursuant to the forecasted change in the consumer price index
of the Republic of Estonia, in general once per year on January 1. According
to the new price list Port of Tallinn will establish the upper limit of the
increase in port dues and charges for the next six years and in 2007-2011
the average total increase of port dues and charges will be up to 12.5%
from the rates of 2006 port dues and charges. Port dues and charges of Port
of Tallinn have stayed unadjusted since 1997.
